WhatsApp Cloud API “Free Tier”: What’s Actually Free and Where Real Billing Starts (2026)

You saw “free tier” mentioned somewhere and want to know what is really covered before you commit to a setup. The short answer: there is no blanket free tier — but real, meaningful free messaging does exist. It is defined by a few narrow window rules that are very easy to misread. Here is exactly what is free, and exactly where the meter starts.

The one thing to understand first

Since 1 July 2025, Meta bills the WhatsApp Cloud API per message, not per conversation. “Free” is no longer a monthly allowance of conversations you can burn through. It is now a set of specific situations in which a message carries no charge. Send the same message outside that situation and it becomes billable. That single shift is where almost all of the confusion — and almost all of the surprise invoices — come from.

Genuinely free

Messages a customer sends you, all non-template replies inside an open 24-hour service window, utility templates sent inside that window, and anything sent inside a 72-hour free entry point window.

Billed

Marketing templates (always), authentication / OTP templates, and utility templates sent outside the service window. Rates vary by template category, recipient country and volume tier.

What is genuinely free (verified against Meta’s pricing doc)

  1. Every inbound messageAny message a user sends to your number is free. Meta never charges you to receive a message.
  2. The 24-hour customer service windowWhen a user messages you, a 24-hour window opens — and it resets each time they reply. Inside it, all non-template messages (text, image, document, and so on) are free.
  3. Utility templates inside the windowA utility template — an order confirmation or a receipt, for example — sent while that service window is open is currently free.
  4. Service messagesService-category conversations have been free for all businesses since November 2024.
  5. Free entry point windowsIf a user reaches you through a Click-to-WhatsApp ad or a Facebook Page call-to-action button (on the Android or iOS app) and you reply within 24 hours, a 72-hour window opens in which any message type — including templates — is free.

Where the real billing starts

This is the half that budgets miss. These messages are charged no matter how careful you are with the service window:

  • Marketing templates are always billable — no window makes a marketing template free.
  • Authentication (OTP) templates are billable, even in an open window.
  • A utility template sent one minute after the service window closes is billed at the full utility rate.
  • Rates change by recipient country calling code and by template category; volume tiers only lower utility and authentication rates, and only once you send at real scale.
  • Cloud API hosting itself is free (Meta hosts it, unlike the old on-premises API) — but that is entirely separate from message charges and from any Business Solution Provider fee you may pay.

Why “what is free” is harder than it looks

The free rules hinge on state you cannot directly see: whether a service window is currently open, which category Meta assigned to your template, whether an ad-driven free entry point actually fired, and which country rate applies to each recipient. Get the template category wrong, or send one message just outside the window, and a campaign that looked free turns into a real invoice. Meta can also revise rates on the first day of any quarter (January, April, July or October), so a cost profile that is free today can shift next quarter.
