So a single "one permission" request can sometimes mean 2–3 permissions need to go through App Review together, and each one is priced the same way ($60 per permission). This is confirmed during the eligibility review before any offer is created, so there are no surprises later.
Every permission’s exact dependencies are published by Meta and can be checked directly on their official Permissions Reference page — this is not something I decide, it is Meta’s own requirement.

A few things must be ready before the App Review submission can begin.
A working feature is required before Meta can review a permission — but it doesn’t have to be on your own website. I maintain software with working use-case implementations for many common permissions. For this path, I temporarily point my software to your own subdomain (using a CNAME or A record you add in your DNS), record the screencast and use case from there, and submit the request.
For this path, I only need your Facebook App and the exact list of permission names you want approved — no built website required.
If your Facebook interface doesn’t match this video exactly, you can still create the app and select the closest matching use case — Meta updates its options from time to time.
